The issues at the heart of technology policy today - from AI governance, the future of work, digital transformation, to public trust - don't sit in silos. Engaging in these issues requires people who can move across policy innovation, programme leadership, and multilateral governance with equal fluency. That's what PeiChin Tay brings, and it's why we are delighted to welcome her to Emergent as Director.


PeiChin's work has centred on some of the most consequential questions in technology policy right now, including: what AI means for education and labour markets, how countries build national AI strategies that hold up to rapid technological advancements, and how governments and companies learn to relate to each other in an age where decisions about technology are also, fundamentally, decisions about society.


PeiChin’s career spans programme delivery, policy research, and stakeholder engagement. At the Tony Blair Institute for Global Change, she led work on AI, the future of work, and public sector innovation. She managed the Mayor of London's Digital Talent Programme, led a community entrepreneurship initiative for the Singapore Government, and coordinated a 14-member pan-European consortium helping governments design and deliver innovation strategies. She contributes regularly to UN, OECD, and World Bank forums on inclusive digital transformation, and sits on the steering committees of the UN ITU 'AI for Good' Impact Initiative and the UNESCAP Asia-Pacific Information Superhighway programme.


In Singapore - a market moving fast on AI and digital policy - she has been engaged in the conversations that matter, working closely with the government agencies, industry bodies, and research organisations shaping the country's approach to AI, digital skills, and the future of work.
