With over two decades of experience across government and industry, Lih Shiun draws on strategic insight, policy expertise, and systems thinking to help companies navigate the evolving dynamics of the region’s digital landscape.
His career spans leadership roles at Google and Tencent, where he worked on regional public affairs and policy strategies across the Asia Pacific. He also previously held roles at the Singapore Government, where he contributed to foundational policies in data protection, intellectual property, trade, and ICT development.
Familiar with bridging diverse groups, he has navigated high-stakes environments and complex stakeholders to help shape inclusive policy frameworks that drive responsible adoption of technologies. Recognising the importance of fostering strategic alignment, he also drove efforts to enable companies to effectively respond to heightened scrutiny and shifting expectations from external stakeholders.
Throughout his career, he has built and led high-performing teams, forged cross-sector coalitions, and brought clarity and momentum to multi-stakeholder initiatives at the highest levels. He is also passionate about unlocking human potential, and believes in supporting clients’ progress towards lasting growth and impactful outcomes.
Shaping the future of digital technology in this region demands more than policy or innovation alone - it requires trust, dialogue, and multi-stakeholder collaboration. Emergent’s integrated approach creates meaningful and sustained opportunities for that alignment to happen - and that’s what excites me most about this partnership.
At Emergent, Lih Shiun will advise clients operating at the frontiers of innovation, helping them navigate complexity, scale responsibly, and engage with the systems that shape societal progress.
